Introductory Speech on Further Significant Global Challenges Affecting the World Economy at the Fifth Session of the G20 Hangzhou Summit

Dear colleagues,

We are now going into the last session of the Summit, where we will discuss further significant global challenges affecting the world economy. We will focus on problems such as climate change, refugees, anti-terrorist financing, and global public health, which, though not traditional G20 topics, deserve our attention due to the various ways they can impact on world economic growth and stability.

Climate change bears not only on the development but on the very existence of humanity, calling for timely and forceful actions across the globe. This year China, as the host country, is actively promoting the implementation of the Paris Agreement on Climate Change, together with other G20 members. We, at the sherpa meeting, have released the Presidency Statement on Climate Change, which gives strong political impetus to international cooperation in this field. To encourage its early entry into effect we will continue to push for its implementation, with the aim of completing the domestic approval procedures of each signatory within this year, or as soon as possible.

The refugee problem has to do with regional and global economic stability. We exchanged views and reached consensus on this problem during the Antalya Summit last year. We should note and address the root causes of refugee problems, bring peace and stability to areas of conflict, and get the displaced back home soon.

Terrorism is a common threat to human society. The recent terrorist attacks in Brussels, Istanbul, and Nice, and the mass shooting in Munich set off alarm bells again, reminding us of the urgency of international cooperation against terrorism. Our discussions on countering terrorist financing this year are intended to convey a strong message to the international community about the G20's solidarity and commitment to fighting against terrorism and cutting off its funding. All parties concerned should strengthen cooperation and information exchange so as to effectively combat terrorism in terms of sources and channels of finance and the related technology.

It is the shared mission of all countries to enhance cooperation in public health, and to defend the rights to life and dignity. The international community should strengthen coordination to support the work of WHO and UN to speed up R&D into vaccines and new medicines, ensuring access to medicines in developing countries and helping them to build capacity in public health.

We tackle the above-mentioned problems in order to address the demands of all parties, focus on the impact of related problems on global economic growth and identify solutions, initiate the G20's special role, and send a positive signal to all parties to rise to common challenges together while respecting the status of major channels such as UN.
