Introductory Speech on Inclusive and Interconnected Development at the Fourth Session (& Working Luncheon) of the G20 Hangzhou Summit

(September 5, 2016)

Dear colleagues,

Development is an eternal human theme, and a tough challenge facing both developed and developing countries. Without progress among developing countries, global economic recovery and growth will lose a solid foundation. To realize robust, sustainable and balanced growth across the world, the G20 must address this issue properly, boosting growth through development and promoting development through growth.

In 2015, along with many state leaders present, I witnessed the adoption of the 2030 Agenda for Sustainable Development at the UN Conference on Sustainable Development, and the adoption of the Paris Agreement at the UN Climate Change Conference. The international community has high expectations for the G20 to take the lead in implementing the 2030 Agenda and the Paris Agreement, leading all countries onto the path of innovative, coordinated, green, open and shared development.

Against this background, we have chosen inclusive and interconnected development as the key agenda of 2016 G20 Summit. We will prioritize development in the global macro-policy framework, solicit advice for the implementation of the 2030 Agenda, and discuss support for the industrialization in Africa and LDCs. In addition, the G20 will promote a strategy of prioritizing employment. Targeting women and youth, we will work on increasing employment through innovation and entrepreneurship, formulate policy measures to encourage young people to start their own businesses, and create more high-quality employment opportunities. The 2016 G20 Summit will also discuss food security and other issues.

I believe that through our combined efforts this year, we will help all countries to achieve inclusive and interconnected development.
