Concluding Speech on More Effective and Efficient Global Economic and Financial Governance at the Second Session of the G20 Hangzhou Summit

Dear colleagues,

We have just conducted a series of in-depth discussions on more effective and efficient global economic and financial governance, and we have reached consensus on many important matters.

Improving global economic and financial governance is an important mission for the G20. We should direct our efforts to building a more fair, equitable, inclusive and orderly global economic and financial governance system, and to providing more and better public goods for world economic growth.

We believe that it is necessary to support the reform of international financial institutions. This year we have revitalized the International Financial Architecture Working Group and decided to maintain the momentum of reform. We will complete by October 2017 the IMF's 15th review of quotas and develop new quota formulas to further increase the representation and voice of emerging markets and developing countries. We support the establishment of a more stable and diversified international monetary system and a bigger role for the IMF's special drawing right (SDR). China has released its foreign exchange reserve data with SDR as the reporting currency, and issued SDR-denominated bonds. We welcome more countries and international financial institutions to make similar positive efforts. We should make preparations now, conduct necessary and proper regulation on capital flow, and improve global and regional financial safety nets, ensuring that we have the necessary resources and means to respond to possible crises in a timely and effective manner. To this end, we welcome the joint test run of the IMF and the Chiang Mai Initiative, which will contribute to cooperation between global and regional financial safety nets and promote global financial stability.

We believe that we should strengthen global energy governance, and promote international energy cooperation. The G20 should continue to implement global energy cooperation, and strengthen dialogue between producers and consumers to avoid sharp fluctuations in energy prices. This year the G20 has developed an action plan on energy access, renewable energy, energy efficiency and other areas, working to improve energy access in the Asia-Pacific region, to significantly increase the proportion of renewable energy in the global energy structure, and to improve the G20's energy efficiency.

We believe that it is necessary to strengthen pragmatic cooperation in the international campaign against corruption. This year the G20 has adopted High-Level Principles on Cooperation on Persons Sought for Corruption and Asset Recovery, and will establish a research center on this in China. The G20 Anti-Corruption Working Group has formulated and adopted an action plan from 2017 to 2018. These efforts will effectively promote cooperation against corruption among the G20 countries and create a clean economic environment and a positive business climate.
